At the moment, we have separate logic for creating a Windows installer for just the USB and RFID User Listeners. This installer uses a different technology from the rest of the project (Inno instead of WiX) and is not currently being built as part of our continuous integration process for reasons I still can't understand.
To the best of my knowledge, we want to move to a situation where we have one installer, built using WiX, for the entire GPII on Windows, including the USB and NFC listeners. Installers should have the ability to choose which of the listeners gets installed as part of the customization options during the installation process.
If this is indeed the case—that we intend to replace the Inno-based installed and that in the interim, we're not fully integrating them into our CI process—then we should simply delete the Inno installer. Keeping old code around "just in case someone wants it" seems like a recipe for confusion and broken code to me.
