File system settings handler crash on non-existing settings file

      Description

      The file system settings handlers will cause the system to crash in case a settings file is not present on the system on login.

      This happens because the system will attempt to read the current settings before setting new ones. And attempting a read from a non-existing file will cause an error.

      The desired behaviour is that a settingshandlers .get function will return undefined, in case the file it was supposed to read from doesn't exist.
