      Description

      The Windows 10 Vagrant box used for GPII Windows CI jobs has Windows Defender and Microsoft Antimalware enabled by default. These services can interfere with build jobs, particularly npm install causing failures such as:

      ==> default: npm ERR! npm  v3.10.3
      ==> default: npm ERR! code ECONNRESET
      ==> default:
      ==> default: npm ERR! network socket hang up
      ==> default: npm ERR! network This is most likely not a problem with npm itself
      ==> default: npm ERR! network and is related to network connectivity.
      

      There probably isn't a real need for having these services enabled in test VMs.
