All instances of localhost should be 127.0.0.1 to ensure development and demos work offline

      Description

      Node.js specifically on Windows, has severe issues with making network calls to localhost when there is no internet connection, even if you update the etc/hosts file.

      It's been suggest that this just be fixed in Kettle, and have it autotranslate addresses, but I would suggest we also search/replace all instances in the GPII to make clear for future generations that they can't use localhost in case they are trying to make a network call or something in their code.
