Windows Process Reporter can fail on an a C# "process not running" exception

      Description

      The C# code for the Windows ProcessReporter – specifically the processes bridge – uses a two stage operation:

      1. Get a list of all running processes.
      2. Get the details, including the process id number, for each process in the list.

      There is a chance that a given process will exit between steps 1 and 2.  In that case, any attempt to get that process's id will generate an exception – see: https://msdn.microsoft.com/en-us/library/76fkb36k(v=vs.110).aspx#Anchor_1

      The solution is to ignore those processes that have exited between steps 1 and 2.  A pull request is forthcoming.
