      Description

      The Prefs Safes with prefsSafeType === "snapset" need to be loaded in CouchDB during continuous deployment. Also, whenever a snapset Prefs Safe is added to, deleted from, or otherwise modified, the new version of the Prefs Safe needs to be reloaded. This entails:

      1. Finding all the GPII keys records in the data base that reference a Prefs Safe of type "snapset" and removing them,
      2. Finding all the Prefs Safes of type snapset in the data base and removing them, and
      3. Loading all the (new) snapset Prefs Safe into the data base.

      Note that the first two steps, where the data base is modified, are done in such a way that other Prefs Safes with prefsSafeType === "user" are left intact.  That is, the rest of the data is left untouched.
