Implement new "reset all" functionality in core to back controls in QSS

      Description

      This requires a new facility in the core, since the behaviour is intended to be snapshot-independent - that is, regardless of what snapshot was taken either at system startup or session startup, the system settings should be reset to the "specified defaults" - and the value of any shapshot updated in order to reflect this. See GPII-3323 for a description of the required "Defaults for this computer" - a proper spec will follow.
      This "Defaults for this computer" will need to be stored locally since it should in theory be tweakable by the installer or install process - so whether preferences in general are sourced from the cloud or not, these defaults should be sourced from a JSON file held in the local system.
      This is different from the current "reset token" behaviour etc. since it ignores the values held in the session's snapshot, and also updates the snapshot so that the reset is not undone at session end.
