A race condition at running JournalIntegrationTests.js on windows

      Description

      Running JournalIntegrationTests.js on windows fails at performing a normal login/logout process after restoring a Journal at system crash. It throws this error:

      FATAL ERROR: Uncaught exception: Got logout request from user os_win7, but the user noUser is logged in. So ignoring the request.
      

      After an investigation, there's a race condition between these 2 actions:

      1. the journal restoration tries to re-login the previous key "os_win7" at the GPII restart;
      2. the GPII restart performs its regular "noUser" login at the system startup.

      On Mac, these 2 actions are executed in the correct order: "noUser" login completes -> start to execute "os_win7" login -> logout "noUser" -> login "os_win7".

      However on windows, the execution of these 2 logins are mixed up and the system ends up with 2 active GPII keys ("noUser" and "os_win7") being logged in, which causes the later failure at logging out "os_win7".
