Eliminate the possibility for more than one active session to be keyed in GPII

      Description

      Recently, there were a few test failure reported due to the fact that both noUser and another GPII key were keyed into GPII, which caused the failure later when the GPII key wanted to key out GPII. See the journal integration test failure and the gpii-app integration test failure.

      Two related works:

      1. Lifecycle manager needs to ensure one active key is keyed into GPII at any time;
      2. The GPII testing framework should provide a new official rollup event with a sensible name that signifies that "the whole server is ready".
