Settings can overlap when restoring multiple system settings

      Description

      Some settings are not compatible with each other, but sometimes this compatibility is bundled to being applied in certain order. For example in the case of "highContrast" and "desktopBackground" settings, trying to apply both at the same time, would lead to "desktopBackground" image being changed to the selected setting value, and then being restored to the prior one.

      If we try to include wallpaper setting into the "defaultSettings.json5" to set another one as the default wallpaper when logging with GPII activated, the settings collision described above will prevent the desired effect.

      This is due 'highContrast' Windows themes specifying a desktop background image, so when themes are restored, the background is restored with it. This could only be fixed by imposing order or precedence in settings application.
