PSPChannel should report schema default values taken from reset to standard file

      Description

      Currently the "PSP Channel" (in practice now just used for the QuickStrip) supplies "default" values for each setting which are sourced from the solutions registry (in sessionToPSP at https://github.com/GPII/universal/blob/master/gpii/node_modules/flowManager/src/PSPChannel.js#L178 ). This often causes the QS to display incorrect values, especially if a reset to standard has just been applied and the core sends an empty payload.
      We should instead supply values sourced from the reset to standard file. Danail Karadaliev is currently implementing a hack in the QS to read this file directly, but we should fix up the core bus so it reports appropriate defaults.
