This JIRA supersedes the previous work items:
      https://issues.gpii.net/browse/GPII-4290 - "Morphic Quick Start"
      https://issues.gpii.net/browse/GPII-4379 - "Implement 'Quick Start'"
and requires GPII-3819 "Change reset to standard logic"
and is governed by the new spec discussion document
      Reset-To-Standard and other topics

It is an umbrella for various other work items, such as ....

Starting on page 2, "NEW PLAN", there is a sketch of the lifecycle workflow, starting at "on key in".
Many of these items represent no change in the lifecycle workflow.
      Key changes are:
At shut down of Morphic, where this corresponds to Windows sign out:

      • We do not key out and do not apply reset to standard
      • We set some form of flag to ensure that the following settings are not applied to the startup screen: Language profile and contrast. This item is assigned to Steve Grundell and is a superset of GPII-4415.
      • We will expose a site config flag which governs whether reset-to-standard is applied at startup. This is governed by https://issues.gpii.net/browse/GPII-4448 . This is "quick fix" before implementing the new UserListener API and startup under https://issues.gpii.net/browse/GPII-4449

After GPII-4449 is implemented this enables the "new consolidated startup" described in the document "To implement: 2. At startup":

"Check to see if there is a user at startup. If you find one, apply reset to standard combined with user settings. If you do not find one, apply reset to standard, and key in no user".

Further functionality catering to the "Welcome snapshot" is described under https://issues.gpii.net/browse/GPII-4450 .

The "Quick Fix" route that enables an improvement of our existing lifecycle without requiring the full complexity of GPII-4449 and GPII-4450 is written up at https://issues.gpii.net/browse/GPII-4452 - this should be done immediately.
