Going from the PCP to PMT with a contrast enabled creates an "unsaved theme"

      Description

      When transitioning from PCP to the PMT with the "Full Editor", while contrast is enabled, an "unsaved theme" is created in the windows themes. This seems to prevent the theme from being restored on logout.

      Steps to reproduce: (Note: this is only one method of reproduction, but will happen whenever contrast is enabled when switching back to PMT from PCP).

      1) Launch GPII
      2) Open PMT
      3) Enable Contrast
      4) Save the changes
      Notice that in the Windows 7 personalization window that no "unsaved theme" has been created
      5) Using the "Quick Editor" link go to the PCP
      6) Using the "Full Editor" link return to the PMT
      Notice that in the Windows 7 personalization window that an "unsaved theme" has been created
      7) Log out
      notice that the contrast theme hasn't been removed

      You will need to manually delete the "unsaved theme"
