Provide data type / field for a solution's capability to repond live to settings changes

      Description

      The PCP will probably only display adjusters for settings that can trigger live updates in the relevant solutions, i.e. settings that do not require the solution to restart in order to take effect.
      Also, the content of the PCP — i.e. which adjusters should be shown — should eventually be defined by the matchmakers (GPII-440). However, which component will filter out the settings that trigger live updates? The matchmaker or the PCP? Regardless which component will do this, we need a source for this type of information. The solutions registry is a prime candidate. The Semantic Framework would also be a candidate. If the Semantic Framework is the favoured location for this type of information, this ticket needs to assigned to a different component.
